Hi guys!
I have a wave file. I do not know its compression ratio or bit rate. I want to convert it to a normal wave/mp3 format or else would like to know with which software I can listen to this audio file in its present format. The compressed wave file is attached with this post.

It's not a WAV (WAV format) file.
It appears to be "headerless", but I don't see any clues as to what the format might be.
