I just downloaded Audacity and when I attempt to record streaming audio the Audio Track window shows very little movement and is almost flat. How do I correct this problem.

First thing to do is to check your set-up.
If you are on Vista or later, I'd recommend using the WASAPI method described here: http://manual.audacityteam.org/o/man/tu ... ndows.html
