Please state which version of Windows you are using,
and the exact three-section version number of Audacity from "Help menu > About Audacity".
Audacity 1.2.x and 1.3.x are obsolete and no longer supported. If you still have those versions, please upgrade at https://www.audacityteam.org/download/.
The old forums for those versions are now closed, but you can still read the archives of the 1.2.x and 1.3.x forums.

Is it possible to download the Windows (8Pro) help manual in Pdf or ??? format? and how?

The current manual is not available in PDF form, but it is included in HTML form in the help menu of Audacity (if you installed the recommended version).

We will add your vote that there should be an official PDF version of the Manual. We do not have the resources to provide this ourselves at the moment because our content is produced in HTML using some features such as image maps which are hard to convert properly to PDF.
If you downloaded the 2.0.3 zip version of Audacity that does not have an installed Manual, you can download the 2.0.3 Manual as a zip then extract and install the Manual into the folder that contains Audacity.
