changing the bit depth and sample rate

hi where in audacity can you change the sample rate and bit depth?

If you are recording, the default sample rate and sample format are in preferences:
Edit > Preferences > Quality

If you mean something else, please describe the job.

that reminds me..you cant control the vu meters as the music going into your line in on your soundcard so how do you con-
trol the sound after you save the file and add a title to the music file..?
