RECORDING - NOISE ONLY

When I hit record on Audacity I get this horribly loud "submarine" sound only--no music is heard at all. I had this the first time and somehow fixed it and recorded fine, but now I can't do anything to fix this.
Am using Windows Vista and have followed all Audacity's trouble shooting / help advice.
I am using an Ion Tape Express + and installed Itunes per Ion's instructions, but Audacity doesn't say that I have to have Itunes installed. I wanted Audacity to save to my music file and not to my Itunes file so I uninstalled Itunes. That's when the trouble came back. I uninstalled Audacity and then reinstalled both Itunes and Audacity and EVERY OTHER optional download from the Audacity website.
Have tried different UBS cables. Am using internal mic and have set up as it’s properties and Audacity as instructed.
Still not fixed!

You have a feedback loop. That's when the sound that you are recording is somehow being played and re-recorded, which then plays and re-record... round and round in a "feedback loop". You need to break that chain.
Check that you have the USB device selected as the Recording Input in the Device Toolbar.

My devise input only has options for Microsoft Sound Mapper, Internal Mic, Stereo Mix and External Mic. How do I select the USB device as the Recording Input in the Device Toolbar?

Make sure that the USB device is connected and recognised by Windows before you open Audacity.
If Audacity is already running when you connect the device you will need to use "Transport menu > Rescan Audio Devices".

Still there.
I had two sets of stereo tracks when I closed it to try again. Tried the Rescanned Auto Devise, I got an extra set of stereo tracks. Noticed Overdub was checked. Because I didn't remember seeing it checked before I thought it may have created the extra tracks so I uncheced and Rescanned Auto Devise again.
Now I have 4 stereo tracks (8 wave bar sections) with the feedback showing up in the bottom section only.
How do I ge rid of the extra tracks?

mfossey, You need to do as Steve suggested, first make sure that WINDOWS sees the USB Device. If windows does not see it then Audacity can not see it. You will have to make sure that Audacity isturned off the go into your audio devices and make sure that you can see the USB. That has to be the first thying that happens before Audacity can be started. Hope this helps Marty

Sorry Marty, but I thought Steve understood that my Vista's Recording devices do NOT include a USB selection. Earlier I selected Internal Mic and Audacity recorded fine except for an occasional gap of silence.
Micsoft says that as soon a I plug in a USB cable, Vista loads the devise automatically, but I find no selecton either in my Control Panel, Sound or by right clicking on my sound icon.
What am I missing here?

As already explained, Audacity will not list the USB Audio Codec in Device Toolbar if Windows does not list it. Try going through every step here

To close a track, press the [X] to left of the track, or if you don't want any of the tracks, File > Close and do not save changes.
