After I load a file into Audacity I want to compress it but the Export command is not available. I have been using the Beta version of this program for several years and it has worked OK. I am using Windows 7. I installed it from the .exe installer. I installed the LAME encoder, also.
In what way “not available”? Is it grayed out, or can’t you find it?

I can find it OK but it is grayed out and won’t accept a click.
Is anything else in the File menu greyed out?
What sort of file did you import?
Does the file play in Audacity?
Ensure that playback is stopped and not paused.
