when to normalize a song

What are you calling a "song?" Something you downloaded, or something you just sang?

Ah. We wrote a lot of good stuff on how to do this.

By far the best thing you can do for 78s is play them with a 78 stylus and at the right speed. a 33-1/3 needle will sit on the bottom of the grooves and pick up extra noise and speed changes are never perfect. All that's over and above the music quality and cat hairs.
