WAV export ignores the sample rate

On my old computer (Windows 8, Audacity 2.1.0) I was able to export WAV files with a filesize as low as I wanted by setting the sample rate in Preferences/Quality (16000Hz, 8000Hz…).
But now, on my new computer (Windows 10, Audacity 3.1.2, 2.1.0 and 1.2.6 (I tried with all three)) the exported WAV file always has the same filesize as the imported file! So I cannot set the sample rate to get a low filesize anymore.

Is this a known bug? Do you have an idea what could be the cause? Is there a workaround?

Change the "Project Rate" in the lower-left of the Audacity window before exporting.

I don’t quite understand why the Perferences/Quality sample rate became useless though, but ok now that I have a workaround I’m happy.
