1. Whenever I try to upload a MP3 file, I get message as attached.
2. Not sure how can I make my MP3 files work?

Download and run ffmpeg-win-2.2.2.exe to install it.
Audacity doesn't normally use FFmpeg to open or export MP3s but your file(s) might not really be MP3 or they might be "imperfect" MP3s so FFmpeg is worth a try and it doesn't hurt to have it (for other formats).
