Hi please can someone provide me with instructions on how to export a file in this format?
I do export - other uncompressed, select WAV and A-law and it doesn’t let me pick 8bit

For "Mono", ensure that your project is mono before you export. If it contains one or more stereo tracks, use "Tracks menu > Mix > Mix Stereo Down to Mono" to convert the track(s) to mono.
For "8 kHz" (sample rate), set the "Project Rate" (lower left corner of the main Audacity interface) to 8000 before you export.
For "8 bit A-Law":
"File menu > Export > Export as WAV"
then select "A-Law" as the encoding.
(A-Law is always 8-bit in Audacity)

However I need to format to be WAV(Microsoft) and I only have wav(NIST Sphere)
Do you know how I can get wav(Microsoft)

Assuming that you are using the current Audacity version 2.4.2:
That gives you "WAV (Microsoft)".
