OS: Windows 10
Version #: 2.3.2

I recorded video game footage on my PC using Nvidia's Shadowplay. Upon reviewing the footage, my voice is incredibly loud and I can barely hear my friend's voice.

The only way I know to fix this is to painstakingly highlight every section where I'm talking, lower the volume, highlight the part where my friends talking, raise the volume, etc. but this isn't an option, that would take months.

Is there an effect or something like that to automatically raise and lower the volume for the entire video so it's at the same level?

Try Effect -> Distortion -> Leveller. The leveller is under "distortion" but it doesn't necessarily sound like distortion.

However, with a lot of boost you'll also be boosting any background noise and I wouldn't expect good quality no matter how you do it. And if there are other sounds at the same time it probably won't work very well.

Yes, audio (and video) editing is time consuming! A 1-hour recording usually takes a minimum of 3 or 4 hours to edit or "process".
