* Click File then Click 'export as Ogg'
* in the little window that appears where you chose where to save the song write a name for it, then Click ok.

It is saved.
If I open the file in a media player, I see the metadata that I set as the default.
If I open the Metadata Editor in the Audacity project ("Edit menu > Metadata") I see the metadata that I set as the default.
If I press "Ctrl + N", then "Edit menu > Metadata" in the new project, I see the metadata that I set as the default.
If I "Exit" Audacity ("File menu > Exit (Ctrl+Q)") and then restart Audacity and open the Metadata Editor ("Edit menu > Metadata"), I see the metadata that I set as the default.
