RoVee plug added but not usable

RoVee plug added but not usable

Hi, this is on Audacity Portable which I've been using on various computers (and various versions of Windows).

I extracted the RoVee voice changer plugin and put it in my plugins folder, then added it through Effects>Add/remove effects> (selected it) > enable. But depending on which computer I used this program on, it either does not show up in the effects list at all (though says it's enabled in the add/remove list) or it is in the effects list, does open, but does not operate properly:

You can input different setting numbers but it defaults to the same preset sound.

Thanks in advance for any bright ideas...

Which version of Windows?
Which version of Audacity? (look in "Help > About Audacity")
Which version of RoVee?
Have you tested with a fully installed version of Audacity 2.3.0?

Windows 10, Audacity Portable 2.3.0, RoVee 1.10

I am not able to fully install on any computer at the moment as I don't have my own computer (hence portable apps)
