Is there any way to show the file's path and the name in the Title Bar?

You need to be more specific. Are you referring to the file path of the Audacity Project, or of an imported audio file?
Note that an Audacity Project may contain audio from multiple audio files.
By the way, there are currently two "2.3" versions of Audacity. I'm guessing that you mean "Audacity 2.3.0".
