How do you move 1 channel on a stereo track?

I've done it before by accident, and a few times on purpose, but doesn't seem to be working atm by using the Time-Shift Tool...is there an exact method to move either channel? I've tried zooming in, deselecting all, tried selecting just 1 channel but couldn't...help!

using 2.3.0 on win10

Use the drop-down menu to the left of the track > Split Stereo Track. Leave the two tracks Left and Right. It's a simple matter to Make Stereo Track when you're done.

Hmm, how was I able to move one of the channels without splitting the track?

That was a bug in some old versions of Audacity. In certain circumstances, dragging a stereo track would only drag one channel and not the other, but that was unpredictable and unintended (a bug). For stereo tracks, dragging is supposed to move both channels.
