I have just began to use the new version but the limiter does not work

Yes it does. What are you trying to do with it and which of the versions are you using? There's four: two Clips and two Limits.the limiter does not work
Limiter is a relational tool. It goes where you put it and does what you say whether there's any sound there or not.
That's why I use it in combination with RMS Normalize. Normalize whatever is there and make it the right loudness and then run the Limiter to clean up the occasional error. In this case, the errors are always in the same general range, so Limiter is a natural.
