Frequency after pitch change can not be the target numerical

Thank you for your help.
Change pitch from effect. And to change the frequency.
For example, when I want to change from “C5 = 523.251” to “C5 = 528.000”.
The result does not become the target numerical value 528.000 Hz.
Please let me know how to solve it.

The amount of change is a ratio, not an absolute value.
Changing from “C5 = 523.251” to “C5 = 528.000” is a change of 0.907595 %
If the selected audio is “C5 = 523.251”, then changing from “C5 = 523.251” to “C5 = 528.000” does produce 528.000 Hz.
If the selected audio is not “C5 = 523.251”, then the result will not be “C5 = 528.000”.
If the selected audio has a frequency of 1000 Hz, then the result will be 1009.075950165 Hz (1000 x (1 + 0.907595/100))
