Using Audacity 2.2.2 on Dell Inspiron 660 Win 10 Home with USB connection. Audacity recognizes the USB recording and speaker, but when trying to record states "Error opening sound device." PC seems to work okay, as it does play the music through the PC speakers. I've also tried the line in inputs with the same results. I've used the same configuration on my Dell Laptop, and it works fine.

Problem resolved. Found in another forum posting "Error opening sound device" the well explained solution. The Windows privacy setting did not allow apps to access the microphone. A change to allow corrected the problem.

Thank you much, rroutson for posting your solution. For me this all started with a May '18 update by Microsoft. I tried everything, but who woulda thought to look at a Windows microphone privacy setting? Thanks again!
