How to quieten percussion on a track?

I’m listening to two rips of a track from a videogame. One of them is low quality, the other is high quality but has the percussion and bass mixed in abnormally loud.

Is there any effect I can use to make the percussion quieter? And if so what values should I use?

I’ve uploaded the two tracks so you can see what I’m after.

DeClicker plugin is not designed for music,(e.g. stereo channels are processed independently),
and it’s slow, but worth a go…

A limiter or hard compression could be used to bring the other sounds relatively higher in the mix.
