Is it possible to play a wav file of a chord and get a print out of the double stave notation for the chord?

No. That's sounds like something you would need a MIDI controller or sequencer to do. The problem is in recognizing which key you pressed...

That's an analysis of either a chord on an organ or one single note on a concert grand piano. There's no way to tell other than take my word that it's the piano because I played the note.
MIDI, on the other hand, isn't music. It deals strictly with passing instructions and music data back and forth and it's a snap for a controller to build sheet music from the physical keys you pressed.
If there are no physical keys, if you're trying to do this with with downloaded music, then no.
