When exporting a file that has already been saved... Have an export behavior to choose to not multiply files i.e. just replace without keeping previous file.

There already is that, if I am guessing that the problem is -old files for WAV or AIFF.

Just set the Import / Export Preferences to "Make a copy". Import / Export Preferences - Audacity Manual .
