How do I create this vocal effect?

Hello there.
Included is a link to Fastball’s “The Way”
I think in the second verse there is the line: “They just walked off and left it all behind them.”
“Left it all behind them” is then repeated a little in the background and with effect; what I suspect is some Eq to give it that walkie-talkie/telephone quality and some sort of modulation.
If anyone could point me in the right direction as to how to recreate it I would be grateful.
