Translation voice removal

Is it possible to remove voice from file like in example??? i need english voice, not russian. sorry for my language.
Vocal removal only works on a stereo show with different sounds on left and right. This is a mono show with the same sound on left and right. If you watch the bouncing green sound meter, the two are the same.
