Convert wav 20kbps to 176kbps

Windows 7 won't process a 20kbps wav file I have. Can I get Audacity to change the bit rate so Windows 7 can play the file?
What format is the file?
MP3, ADPCM, WMA, AC3, OGG, SPEEX,....?
Can Audacity successfully import the file?
