What happened to "Sliding Time Scale/Pitch Shift"

Hi all. I've tried to do my due diligence and searched the forums, but I can't find an answer to this. On my previous laptop I used to have a version of Audacity that had the "Sliding Time Scale/Pitch Shift" effect. I found the effect worked very well for changing the pitch of music karaoke tracks for recording, and seemed to have less artifacts than the current "Change Pitch" effect on the 1.2.6 or 1.3.12 versions that I'm running on the replacement laptop system.
Maybe I'm just crazy, but didn't the "Sliding Time Scale/Pitch Shift" have something to rebuild 'forments' or something that sounds like that? It just sounded better, IMHO.
Anyway, does anyone know how I can find that plugin to add to my current version of Audacity? Short of that, can anyone suggest a high quality pitch shift ap?
