I am trying to import a .wav file and all I get is static. What am I doing wrong?

You're more likely to get an answer if you provide more information. Operating system? Version of Audacity? Does Audacity do other things correctly, like importing other file formats? Is it all .WAV files that give you trouble, or just this one? --Allen
