Indeed it is the same pitch as your first posting.
It is certainly possible that both of your headsets are based on the same or similar chips and so have the same noise problem.
I'm out of ideas (other than go buy a different headset...)

The webcam doesn't have the whine, because audio and video get multiplexed in one stream... It makes it's audio far less sensitive for interference. The webcam might also sound a little better on another computer.
Both headsets have a whine. My 1€ bet is a third one might also have the whine. I'd guess it comes from power conversion inside the laptop, since it also happens on battery power. Might be a sign of lacking or failing filter capacitors in the CPU area or even the GPU...
Some Intel processors whine audibly without any defects. And by "whine" I mean audible sound from the chip itself, not interference or sound through speakers, coils or capacitors.
