Yes, there is an effect in the Effects drop down menu called "make-my-bad-recording-sound-like-it-was-made-in-a-million-dollar-recording-studio-by-a-top-producer".
Seriously though, there are lots of techniques - people spend years learning how to do it better.
To start with, get a good clean recording - use a decent microphone and a nice room, avoid pops, and choose the microphone placement carefully and watch your levels. You now have a vocal recording that sounds good - what do you want to do to it now? a bit of reverb? compression? ADT? equalisation? psychedelic swirling chorus? It's really a matter of what you want from this point.
