talking to singing
I have seen it done, where people take vocals of talking and make those talking vocals and turn them into singing vocals... how is that done??? I want to do that myself!!! what do I need to do that??? is there a certain VST or Direct X audio effect or program or plug-in of some sort??? what do I need and how do I do it???

There are three ways that I know of to do that. Audacity can only do the first of these.
1) Use a combination of Change Speed, Change Tempo and Change Pitch effects to manually tune the pitch and duration of each word. This is fiddly and time consuming, but it works. Audacity 1.3.14 also has an effect called "Sliding Time Scale / Pitch Shift" that can alter both the pitch and tempo at the same time. Descriptions of these effects can be found in the manual which is included in the standard release version of Audacity 1.3.14 for Windows.
2) Use Antares Autotune, G-Snap, or other "auto-tune" effect in a full featured VST/MIDI host program (such as Reaper, Sonar, Cubase, Logic ...) and write a MIDI track for the tune. Manually edit the talking track so that the words line up with the MIDI notes, then apply the auto-tune effect. The auto-tune effect needs to be configured so that it applies "hard" and "fast" pitch changing, controlled by the "MIDI note data" from the MIDI track.
3) Record each word or phrase into a sampler. The sampler will allow you to "play" the words/phrases like notes on a piano.

ok so I try to use Autotune but I cannot figure out how to load a midi file into autotune to do this!!! I tried both "Learn Scale from midi" and "Target Notes from midi" but neither of those allow me to select a midi file!!!

Audacity does not support the MIDI features in Autotune, so as I wrote previously, that method requires "a full featured VST/MIDI host program (such as Reaper, Sonar, Cubase, Logic ...)"
