Is it possible to record audio in the following format?

PCM 8KHZ, 16 bit, Mono


We have a program that specifically needs this audio format as it is used over normal telephone lines?

Yes

Look in
"Edit > Preferences > Audio I/O"
and
"Edit > Preferences > Quality"
to set the defaults.

Note that in Audacity 1.3.5 you can record in any format, then select your destination format when you Export your finished project.
