How do I fix it to where my rapping starts at 14:00 over the beat instead of 0? I guess this is called "delaying". I'm not sure. I'm new to Audacity. Please help!

The Time Shift Tool in Audacity 1.3.13 can be used to move audio left/right along the time line.

That's assuming you have your beat track and rap voice separate. Then you can use the Time Shift Tool -- as above -- to slide one later than the other.

If you made one mixed track, you're dead. You can't separate the voice and music.
