For most users, the current 1.3 version (Audacity 1.3.12) is the best version to use (though the old 1.2.6 version is still available).
The links on the Audacity web site for downloading Audacity 1.3.x are now direct links to the Audacity installation files so there is no longer a problem with accidentally downloading the wrong product.
Audacity now uses the "Google Code" server to host Audacity which has an advantage for Audacity users in that direct download links are now available rather than having to go through the Sourceforge web site.
I would recommend downloading the latest version of Audacity 1.3 from the links on the main Audacity web site:

Linux: http://audacityteam.org/download/beta_linux
Note that for Windows there are 2 versions - one for Windows 2000/XP/Vista and a different one for Windows 98/ME - so if you are using Windows it is important that you select the correct version.
