Audacity is an audio editor not a hardware player. Did you post to the correct forum?

If you intended to post here, please explain in more detail what you are trying to do. What do you mean by a partial file?

If you want to connect a conventional turntable or cassette deck to your computer, see:

Currently i use Audacity to play an audio file.
What is need is for it to play a file that is in the process of being filled with audio. I don't want to wait for the file to be completed before it starts playing.

You can do that with Audacity 1.3.13 if you are loading uncompressed file types (such as WAV).
"Edit menu > Preferences > Import / Export"
Set "When Importing Files" to "Read uncompressed audio files directly from the original (faster).

If you do this, ensure that you understand about "Project Dependencies" http://manual.audacityteam.org/man/Dependencies_Dialog
