sound capture quality

if i capture a sound in mp3 on the web and export it in flac, what will be the true quality of the sound, mp3 or flac?

The MP3 and the FLAC will be the same sound quality, but you're stuck with the loss-less formats forever. The instant you make a new MP3 or any of the compressed formats the sound quality will go down, no matter what you do in the middle.

You can't "fix" an MP3 that way.

The audiobook people run into this. Their delivery has to be in MP3, but their Edit Master reading has to be in WAV or other high quality, uncompressed format.

Never do production in MP3.
