Maybe not in Audacity.

Audacity has no tools to manage constantly changing noises. We do OK with constant noises like computer fans, microphone hiss and air conditioner noises, but you hit one we can't easily deal with.

You have a double whammy in that you're also trying to split human voices apart into different "performances." We can't do that either.

What about reducing the cry and amplifying the quiet vocals in the back ground

There is no "crying" and "vocals." There's a lot of human voices smashed together. Audacity has no way to split them apart. The only way you recognize the difference is because you're human. The computer has no clue.
