You plugin is useful for making synth style waves.
Going back to the draw tool idea. Selecting samples as a group would be usefull because you could move a group of samples up or down rather than just one at a time. So that you could experiment with a patteren, duplicate that patteren and raise it with ease.

If you prefer to work with linear units rather than dB, it would be easy to make a Nyquist plug-in that uses linear units to add (or subtract) a "bias" to the selected samples. (for example, Add 0.1 to all selected samples).

Why "half" of a wave rather than a full cycle?
How would you define "any wave"? It's simple enough for basic shapes such as triangle, sine, square, saw... and to add "modifiers" to "push" the waveform over to one side or another, but in terms of user interface, how would you define "any" waveform?
There is also a feature in Nyquist where a single cycle waveform can be converted into a "wave table" which then allows it to be used as an oscillator.
By the way, I realise that my suggestions are some way off your original feature request, but at the present time Audacity is in "Feature Freeze" (until Audacity 2.0 is released) so a wave-track grid is not likely to be implemented in the immediate future, but we can add a clear proposal about grid features at the end of this discussion.

The reason I said half a wave was because I was Imagining how I could make weird shape waves, like a dishaped trainglewave as an example.
Ive realized that I can do it by making to seperate traingle waves and peicing them together.
The idea of changing the volume on selected samples to raise them works. Thanks.
I guess I am thinking about modeling sound, working with the wave form like it is a 2D model if that makes any sense.

Here's a plug-in that may help to "rough out" the waveform.
By entering a series of (time value) coordinate pairs this plug-in will draw lines between each pair of coordinates.
Time values are in the range 0 (start of selection) and 1 (end of selection).
Amplitude values are in the range +/- 1
For example, a coordinate pair of (0.5 0.9) will be half way along the selection with an amplitude of 0.9.
After roughing out the waveform you can use the draw tool (or any other tool) to modify the waveform.

I think I can work around using these plugins without any changes to the draw tool. But I still think it might be practical in future.

Going back to your "grid" proposition, I think I prefer the dynamic yellow line to the static grid:

In addition to using it with the Draw tool, I think it could be useful with the Envelope tool. Also, it is sometimes useful to be able to see the amplitude of a particular part of the waveform and it could be useful if the yellow line tracked the peak waveform at the mouse pointer position when using the Selection tool.

I forgot to say that you should be able to move the ruller to change the grid. So the yellow line would snap to 0.39 rather then 0.40 if you moved the ruller down. In the picture shown.
Unrelated to the grid idea - Being able to move a group of samples at a time would give the Draw to more practicality when it comes to quickly shaping a wave.

Ok. It should change colour when in line with the ruller in so you know when its perfectly in line.
