EBU R128 loudness normalization

EBU R128 loudness normalization (loudnorm) would be very useful. Specially double pass.

Thanks for the links and logging it. I am very pleased with loudnorm results in my ffmpeg scripts and I thinks it will be a great addition to the Audacity features.
