Updating libflac is being considered for the next release of Audacity, but I'd be interested to hear why you have singled out this specific library for update.

If libflac is updated, it will be updated to the latest stable release version (1.3.2).

Was this ever done? Export from V.2.3.0 still shows "reference libFLAC 1.3.1 20141125". Wondering if it's just my installation. Thanks.

Not yet, though several other libraries have been updated, the version of MSVC has been updated, and the Mac version is getting an update to 64-bit. With limited resources, it's a question of priorities.
