Remove EXPERIMENTAL designation from sync lock

EXPERIMENTAL_LINKING -> EXPERIMENTAL_SYNC_LOCK to match with r10673
Sync Lock was turned on over four years ago and has not been changed to OFF since then. I contend that it is no longer "experimental" and that it should be removed from Experimental.h and a few files associated with the #define.
