Hello.
I've been playing with Audacity for a couple days, using OSS as my sound system with the Creative X-Fi XtremeGamer card.
I've noticed that when I record, the playback is at four times normal speed. I have to slow it down to .25 speed in order to hear it at the regular speed.
Is this just a bug in my config settings, or is something else possibly wrong?

Try using ALSA instead of OSS. You may need to fiddle with settings, but "Alsa default" will usually work as long as you select sample rates that are supported by your hardware and driver.
On Xubuntu, I have found Audacity 1.3.5 to work better than 1.3.4 (which I think is still the default for Ubuntu). You can get 1.3.5 from the Ubuntu Intrepid repository.

I think the "Creative X-Fi Xtreme Gamer card" should work with the current version of ALSA on Ubuntu, but it will probably be reported as "Sound Blaster Audigy LS".
