I followed the directions currently available on the Audacity site, quoted here:
1. Download the zipped Manual
2. Extract the zip contents to a folder called "help". Most Windows extraction tools will do this automatically. If your extraction utility produces only a folder called "manual", create a new folder called "help" and place the extracted "manual" folder inside that new "help" folder.
3. Place the help folder in the correct location. On Windows or Mac OS X, it should go inside the folder containing the Audacity program. In an Audacity installation, this would usually be under "Program Files" on Windows, or under "Applications" on Mac OS X.
On Linux, the "help" folder should usually go in /usr/share/audacity if Audacity was installed from a repository package, or /usr/local/share/audacity if you compiled Audacity from our source code.
But when I try to view the Manual on the Help menu in Audacity it says it hasn't been installed.
In step 3. above it says it "...should usually go in /usr/share/audacity" Since that didn't work, are there other locations or steps that are worth trying? I'm using Ubuntu 10.04

It's probably a permissions issue.
If you installed Audacity from the Ubuntu repository (using Synaptic or Ubuntu Software Centre or similar)
Create a folder called "help" in "/usr/share/audacity/" and make yourself the owner with full read/write permissions to that folder.
Then unzip the manual into that folder.

I just spent an hour and was close to giving up.
You need to create a directory called help in /usr/share/audacity and then unzip the downloaded zip file there.
I will try to report this as a bug.

What is the bug?
Include as much details as you can in your post (Audacity version, Operating System, Equipment used, etc).
