Settings:
Sony USB turntable
Audacity 1.3.12-beta
ubuntu 10.04 (fully up to date)
ALSA

I have been recording my vinyl LPs to ogg format as a background task. After cleaning up clicks, I did an export multiple to a NFS mounted server. I decided to listen to a few today. Rhythmbox played them back as if they were 78's. Same thing under Audacity. These audio tracks sounded fine before I exported them. My expectation is that what is exported should import exactly the same way has it was before it was exported. It doesn't matter what the previous file or import format was! In this case I have NO control over what other information may have been encoded from the USB turntable. Now I have 200 recordings that I have to change the speed on. My fault for expecting Audacity to perform simple export and import and not checking earlier. In fact it looks like all my LP to ogg will have to be done as a two step process because there is nothing that indicates that Audacity is going to do the export incorrectly. So capture, fix clicks, segment, and export -> import, fix speed, export.

After more searching this seems to be a sound card issue. A different sound card worked fine.

Try changing the sample rate (Edit menu > Preferences > Quality).

I have a Zoom H2 that can be used as a USB microphone. On Linux, recording with a 44100 Hz sample rate is perfect, but recording at 48000 comes out way too slow. Your issue sounds similar. There should be no problem in the export step as the sound card is not involved in that at all.
