Solo and Mute not working on stereo track at top of window

Audacity 1.3.8 on Ubuntu 9.04 Jaunty.

I have Audacity open with two stereo tracks as shown here:

Because of the small screen size on this computer, I can only see the full stereo track for the upper track.

If I scroll down so that I can see the lower stereo track, part of the upper track becomes hidden, including the mute/solo buttons and the pan/volume sliders. Scrolling a little further down these controls reappear as seen in this picture:

The solo and mute buttons are now visible, but do not work correctly.
The Mute button shows the right channel only to be muted, but it is not muted.
The Solo button mutes everything.
