If I set my 'Project Rate' setting to 44100 I can record for about 0.6 seconds and then, although recording continues, no sound is recorded. (Also, at the bottom left, it says Actual rate 48000)

If I set my Project Rate setting to 48000 everything works as expected.

Jack defaults to 48000 so I suspect that my sound card (Sound Blaster Live!) will only work at 48000.

I want to export as a wav file, how do I set the sample rate of the export to 44100 to be compatible with burning to a CD?

SoundBlaster Live! sound cards do run internally at 48kHz.
It is perfectly OK to work at 48kHz, then just before you Export your finished audio file, change the project sample rate to 44100 in the box in the lower left corner of the main Audacity screen.

In case any one else wonders about this - I tried it to see what would happen.
I created a project at 48000:
I exported a wav file with the project rate at 48000:
I exported the same file to a wav, with the project rate set to 44100:
I burned both wav files onto a CD as Track 1 and Track 2:
I played the CD.

Both tracks came up with a playing time of 2:07 (and both sounded the same and the same as the original project)
If one export had been at 48000 I would have expected it to play back to have a slightly shorter playing time or be in a slightly higher key.

So it would seem that exporting to a wav file sets the sample rate to 44100 (or the CD burner [Kb3] re-samples where necessary).

Whichever - Audacity -> wav -> Kb3 -> CD - it all works!

K3B is a beautiful CD burner - yes it resamples WAV files if they are at the wrong sample rate.

Just to confirm that it is Kb3 that is re-sampling - I looked at the file size (Why didn't I think of the obvious first? - Perhaps natural talent?)

And there you go - the 48K version is bigger!
As you said in your first reply to my question - setting the Sample Rate to 44100 before you export is the best way to solve the problem. Sorry for trying to obscure the issue.

K3B will resample IF you are making an AUDIO CD. It will not resample (will write it unchanged) if you make a DATA CD.
An audio CD will play on stand-alone CD players.
A data CD will play on your computer and may play on some stand-alone CD players but on most CD players it will not play.
