No 11khz Project rate option?

If you close all the Audacity editor windows (so Audacity is open, but has no windows), the "Open Recent" menu item is not accessible, which seems counter intuitive. I either have to use the "Open" dialog and find the file manually, or use "New" option and *then* I can use "Open Recent".

I'm not on a Mac, so in order that we are clear, are you accessing this menu by control-click over the Audacity icon in the dock?

Nope. The File menu in the menubar.

When Audacity has a editor window open (either a new project, or open an existing file/project) it lists numerous options (New, Open, Open Recent, Close, etc).
When Audacity does *not* have an editor window open, the only available options in the File menu are "New" and "Open".

OK that's clear thanks. I did not know there was a menu bar for access when Audacity runs without a window. On Windows, when you close the last window, the program is exited.

The Project rate drop down doesn't offer an 11025Hz option.

1.3.8 will have the same eight fixed rates in both the Project Rate dropdown and Default Sample Rate in Preferences:
8000,
11025,
16000,
22050,
32000,
44100,
48000,
96000

This will be in all the Nighly Builds (Windows and Mac) made on or after 31 May, and in 1.3.8 when released.

I had been running on dual monitors at work, and must have had the "Edit Metadata" box on the 2nd monitor at some point. At home with just the laptop display, when I save, the "Edit Metadata" box is off screen, so I have to hit enter blindly to "OK" it, and then can proceed with saving.

A patch has already been written for this and is awaiting testing. If the majority of the metadata window is positioned off a valid display, or either of the top two corners of the window fall outside a valid display, then the window will be centered over the main Audacity window and resized to default size.

This fix is now in all the Nighly Builds (Windows and Mac) and will be in 1.3.8 when released. So for Mac, you want the latest build at the bottom of this list.
