How do I import a mixed recording in .wav to Audacity for the purpose of including the 11 track segments. Make note that each track overlaps and is purposely a continuous 1hr 3min recording. My intention is for the user to be able to skip to favorite tracks while listening on a CD.

To skip from one song (or segment) to another on a CD, each song (segment) must be a separate CD track.
To create separate CD tracks, the easiest way is to make each song (segment) a separate audio file, then use the CD burning software to put them into the correct order.

Music CDs do not have "overlapping" feature. What you would do is segment the 78 minute long performance into distinct chunks and then tell the Music CD Authoring Program to reduce the inter-track time from two seconds to zero. This will give you a continuous performance and the ability to skip forward or back similar to an opera.
In Audacity, you would import all your segments and songs each onto their own track and then Mix and Render to Stereo (or Export and then Import the single track). Cut up the work in the least objectionable place and place a Marker at the beginning of each segment. Export Multiple will give you a pile of files for importing to the CD authoring program.
Music CDs do not carry titles, so you have to be good at writing the sleeve artwork and the printing on the CD itself.

Just to be clear about the Mix and Render step, while each song is on its own timeline, you can advance and retard the clips with the Time Shift Tool so they play in mix, overlap, and crossfade as needed. Somehow, you have to find the one magic place that doesn't sound dorky when you cut up the composite into individual songs. Doing it in the middle of the crossfade is rarely good, so what you end up doing it cutting to the destination song a note or two past the beginning.

Think I'm getting it. The 11 tracks are all arranged in Traktor to be beat marched and mixed so that each will overlap. Are you advising to import all 11 tracks to Audacity before I mix using Traktor DJ program? Do I then export the revised/Audacity files back to Traktor and make the +65min mix? Can I just mix first then import entire mix for adjusting in Audacity?

By default audio CDs have a 2 second gap between tracks. To create CD tracks without gaps between it is necessary to set the CD burning software to make a "gapless" audio CD. Yes you can export the entire mix and split it into tracks in Audacity, then (if your CD burning program and CD burning hardware support gapless CDs) you can create an audio CD with separate tracks (for skipping from one track to another) that can also play continuously without gaps.
