Audacity 1.3.x is now obsolete. Please use the current Audacity 2.1.x version.

Mac 0S X 10.3 and earlier are no longer supported but you can download legacy versions of Audacity for those systems HERE.

Please note you posted to the 1.2 Mac Forum, but since you mention 1.3.13 I have moved this to the Beta Mac forum.

Audacity can't download files from the internet, only import them. If the files you want to import are AAC files they should import if they are not old rights-restricted M4P files from iTunes store. For importing other formats you may need to install FFmpeg.

If you are trying to record audio that is playing on the computer, see:
http://manual.audacityteam.org/man/Tuto ... ack_on_Mac

If you are actually using Audacity 1.2, please use 1.3.13 instead (assuming you are on OS X 10.4 or higher). You can check your Audacity version at Audacity > About Audacity.

If you still can't import the files into 1.3.13, select an example file in iTunes then right-click or CTRL-click > GetInfo and attach an image of the window that comes up (or tell us everything it says). "Upload attachment" is underneath the message "Preview/Submit" buttons.

If you mean you want to export MP3 files from Audacity, you need to add the optional LAME MP3 encoder to your computer. Here are the instructions:
