I have just downloaded the 1.3 version and the stop start box is separated from, and above, the main page so I can not stop or pause the recording (which I have transferred over from the 1.2 version) for editing purposes. It is in fact greyed out.
I can see that there is a drag and drop bar at the left hand end of the box, but I can not grab it to move it into the main page, as it is separated and above the main page. I can see that all the commands have a drag and drop facility and can move those, but not the stop/start box?

It is possible that your preferences have become corrupted, especially since you have had 1.2.x installed on your machine as well.

Quit Audacity.
Go to <yourhome>/Library/Application Support/audacity/
Open the file "audacity.cfg" in TextEdit.
Delete everything from the file except the line "NewPrefsInitialized=1".
Save the file without changing the extension, and close it.
Start Audacity. The Control Toolbar should now be docked with the window.
