At the current time there is no 1.3.13 version - The alpha version (called 1.3.13 alpha, or simply the "nightly build") is constantly changing from one day to the next as the developers work on it. If you pick a bad day to download 1.3.13 you might get one that does not work properly, but the chances are that a few days later it will be fixed again. The developers should not be breaking it, but occasionally they do, and that's why some users test the nightly builds and report any problems so that they can be fixed again before it is officially released.

Audacity 1.3.12 is a "beta release" (it's also a very good release) and whether you download it today, tomorrow or three weeks ago you will be getting exactly the same Audacity 1.3.12

Are you recommending this because 1.3.13 is still alpha and not 100% dependable for original material?
Kind of. It's alpha software. Use at your own risk. Better to lose a couple of edits than lose your entire recording. And you should work on a copy of the project. In 1.3.12 do File > Save Project As as give it a new name in a new location (folder). That way your original recording is safe.

There's several methods you could use to accomplish your task, as have been pointed out. Come to think of it, perhaps I was rash in recommending 1.3.13 since, as Steve points out, it doesn't really exist in a stable form - it changes from build to build.

Before sync-lock was added to 1.3.13-alpha I always used the "splitting" method to mark spots in the track as those splits "stick" to the audio, not the timeline. To quickly move from split to split, double-click on a clip, then do Edit > Move Cursor > To Selection End. You can set a keyboard shortcut for that menu choice in the Keyboard Preferences http://manual.audacityteam.org/index.ph ... references . I've set it to the "single-quote" character for quick and easy access.
