I have been using v1.3.7 for some time with no problems. However after customising some functions (importing/exporting/split)
I can no longer select audio segments smaller than 1 second. I ,sometimes, have to manually remove individual noise anomalies and to do that have to narrow my audio selection to the 10ths. of a second and delete it.
I have tried uninstalling and removing all references to Audacity from the registry and the hard drive and reinstalling the program but it makes no difference. The reinstalled version still shows my customized entries from the previous install.
I can not find an audacity.cfg file anywhere in my pc.
Please help.

Look toward the bottom of the main Audacity window and uncheck (de-select) the "Snap To" option.
